Unicef says its emergency response will focus on basic services

From BBC : The UN Children’s Fund in Zimbabwe says it is preparing to deal with a possible 60,000 cholera cases in coming weeks, four times current official estimates.

The Unicef chief in Harare, Roeland Monasch, said such a jump could bring the number of deaths to around 2,700.

Official figures say nearly 600 have already died from the disease but aid agencies fear the toll could be higher.

UK PM Gordon Brown says it is an international crisis and the world must tell Robert Mugabe “enough is enough”.

Mr Monasch told the BBC that they were doing all they could to bring mortality rates down.

But he warned that if as many as 60,000 people became infected in the next few weeks, then the cholera epidemic could kill another 2,700.

He says the actual number of people who have already died is probably far higher than official figures as many clinics and hospitals are closed and people in rural areas frequently just bury their dead.

A spokeswoman for the aid agency Oxfam said the epidemic was getting out of control and would spread faster during the December-March rainy season.

“We’re looking at a situation where by January at least half the population are going to be without enough food to eat,” said the spokeswoman, Caroline Hooper-Box.

“Already our staff are telling us about people who are eating only every two to three days.

“These people are weakened by extreme hunger and disease – including HIV and Aids – and so when cholera hits, it’s really quite fatal.”

Unicef’s Zimbabwe Communication Officer Tsitsi Singizi said local authorities did not have the capacity to provide safe water and rubbish collection. Cholera is often linked to contaminated supplies of drinking water.

Tsitsi Singizi said health services had also collapsed, making it impossible to treat the high number of infections.

“The outbreak is really outpacing our response. It’s becoming endemic. Nine out of 10 provinces have reported a cholera case.”

Unicef has launched an emergency response programme to focus on providing basic services – increasing health outreach services, providing nutritional supplements, boosting school attendance, and increasing access to safe water in the short term.

“Children in Zimbabwe are on the brink, and everyone’s focus must now be on their survival,” said Mr Monasch.

The disease has spread to neighbouring South Africa, Mozambique, Zambia and Botswana.

Condemnation

The situation has forced President Mugabe’s government to declare a national emergency and appeal for international assistance.

But it has also drawn increasing international condemnation of Mr Mugabe, including calls from key African figures for military force to oust him.

Mr Mugabe and opposition leader Morgan Tsvangirai agreed to share power in September to tackle the country’s economic meltdown but they have been unable to agree on the allocation of cabinet posts.

The deadlocked agreement followed disputed elections, which both men claimed to have won.

In the UK, the Archbishop of York Dr John Sentamu joined in criticism of Zimbabwe’s government and called for Mr Mugabe and his allies to be overthrown so they can stand trial in The Hague.

HIV, the AIDS virus, not only infects adults, but also affects many children. Millions have become orphans, and many are infected at birth.

One of the organizations dealing with pediatric AIDS is the Elizabeth Glaser Foundation. Dr. Denis Tindyebwa is the foundation’s regional director of pediatric care and treatment. From Dar es Salaam, Tanzania, he spoke to VOA English to Africa reporter Joe De Capua.

“There are more than two million children living with HIV/AIDS globally and over 90 percent of those children live in Africa and specifically sub-Saharan Africa. Those children really are not getting the treatment that they should be getting. Only about 20 percent of the children are getting the life saving anti-retroviral drugs. But the issue is that these children in actual fact should not be getting HIV in the first place. And yet, every day, approximately 1,000 children become newly infected with HIV, the majority of them through mother-to-child transmission, and the majority of them, over 90 percent of them, in Africa,” he says.

Dr. Tindyebwa says the drugs to prevent mother-to-child transmission of the AIDS virus are available, but are still not reaching many pregnant women who need them. Weaknesses in the health system are the first problem. “The mothers live far away from the health facilities. And the second reason is that there are not an adequate number of health workers to provide these services to the mothers,” he says.

For those children born with HIV because their mothers did not receive the preventive medication, he says, “There are efforts to provide treatment to them. There are drugs that are available, although not as well as they should be. Unfortunately, many drugs are…usually tested in adults and then they are given to children and some of them might not be good for children. But even the ones that are good for children are not readily available to Africa. But even if they are readily available, they would not have the clean water to mix the suspensions. We do not have refrigerators to keep the solutions (cool).”

He says that what’s need are simple to use tablets that combine several medications in one pill.

Dr. Tindyebwa warns that the younger generation is not as afraid of HIV/AIDS as their parents or grandparents were. He says that the African culture has changed because of Western influences, leading a person to have unsafe sex with multiple partners. He also blames poverty as a driving force of the HIV/AIDS epidemic.

Anthrax poses new threat in cholera-hit Zimbabwe

HARARE (AFP) – An anthrax outbreak has killed three people and threatens to wipe out livestock in northern Zimbabwe, compounding the nation’s struggle against cholera which has killed hundreds, a charity said Monday.

Two children and one adult in the Zambezi Valley have died of the disease, which also threatens to kill 60,000 livestock in the region, Save the Children, a British non-government group, said in a statement.

Anthrax is a highly contagious infection that usually only afflicts livestock, but can be transmitted to humans who handle or eat infected animals.

Rachel Pounds, Save the Children’s country director in Zimbabwe, said devastating food shortages were leading families to eat meat even from animals they know have died of anthrax.

“Many families in the Zambezi Valley are so hungry that they are taking meat from the carcasses of their dead animals, even if they know it’s diseased, and are feeding it to their children,” she said.

“If the animal has been poisoned by anthrax, those children could die,” she added, calling the outbreak the biggest in Zimbabwe in nearly three decades.

Authorities have imposed quarantines to prevent the disease from spreading, but Pounds said that Zimbabwe’s economic collapse left the country with few means to enforce them.

Zimbabwe is battling a nationwide cholera epidemic that has killed 425 people since late August and infected more than 11,000, according to government statistics.

Zimbabwe has been reduced to abject poverty after a decade of economic crisis and President Robert Mugabe’s heavy-handed response to a political challenge from the opposition Movement for Democratic Change.

WASHINGTON, D.C. — The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is teaming up with the International Association of Emergency Managers (IAEM), Save the Children Foundation and the American Red Cross to launch an initiative that will enable the emergency management community to better address the needs of children in disasters.

“This initiative will involve concrete steps to focus attention on the needs of children in disasters and help the emergency management community address childrens special needs in the emergency planning process,” FEMA Administrator Paulison said. “Although this initiative is a work-in-progress, were committed to a course of action that involves assessing and adjusting disaster response services for children.”

The first action involves the development of a training course for state and local emergency managers by the FEMA National Preparedness Directorate, Emergency Management Institute in collaboration with IAEM and Save the Children. The course will be designed to help state and local emergency managers incorporate the needs of children into the emergency planning process and standard Emergency Operations Plans. It will be based on Save the Children Foundations emergency management guide, The Unique Needs of Children in Emergencies, a Guide for the Inclusion of Children in Emergency Operations Plan.

“Children are extremely vulnerable during an emergency and evacuation,” said Mark Shriver, vice president and managing director of Save the Children’s U.S. programs and chair of the National Commission on Children and Disasters. “It is crucial that communities plan ahead for disasters, with a special focus on assisting children.”

The collaborative effort by FEMA, IAEM, Save the Children Foundation and the American Red Cross and the development of the course for the emergency management community is to be announced Monday, Nov. 17, at the annual conference of IAEM in Kansas City, Mo. The course is expected to be completed by the end of June 2009.

FEMA coordinates the federal government’s role in preparing for, preventing, mitigating the effects of, responding to, and recovering from all domestic disasters, whether natural or man-made, including acts of terror.
